In general, Webflow has fixed the ability to store relative links both in the designer and in the CMS.
There are some reports that querystrings do not work in certain situations, so this lib remains available.

In this demo, the links below are setup as external link, but containing relative link content. Webflow "breaks" these by prefixing them with the http:// protocol. We correct that in script so that they links work properly.

Here's a demonstration of links in the CMS. Note the use of /self/ here as a placeholder for the domain, due to the way Webflow's CMS link field configurator works.
